Reform Legislation
The drama's played in sev'ral acts
The drama called 'reform'
It all begins with anger o'er
Some rotten present norm.
Then Congress moves to take first steps
To fix existing laws
In realms where it's become quite clear
They're riddled with big flaws.
Act two belongs to lobbyists
They flash cash, rant and whine
In search of legislators who
Seem friendly or supine.
On media and in back rooms
All seek to set their seals
'Til parties at last wrap up what
They'll bill as final deals.
But laws themselves are merely guides
That might, might not, have legs
Their real merit only comes
In enforcement of their regs.
'Bout health care or Wall Street reform
Don't make too quick assumptions
Until reg writing is all done
And enforcers show real gumption.
